CI: Upgrade Python to at least 3.8

Browse Source 
- Latest node-gyp requires 3.8
- Python 3.7 is EOL
- Minimum glibc requirement for linux-arm will now be 2.31
  (Pi OS 'Legacy' provides Debian 11 with glibc 2.31)
